The Doctor and Leela arrive on a kilometer-high rooftop just in time to prevent a frightened man, Cordo, from committing suicide. "It's the taxes," he explains. This is Pluto, where the Company taxes every aspect of a "work unit's" life. The Doctor and Leela follow Cordo into the Undercity, the only darkened area Cordo has ever seen. Outlaws threaten to kill Leela unless the Doctor uses a stolen credit device to defraud the Pluto equivalent of an automated teller machine. Gatherer Hade lets the Doctor go in hope of tracking him into other conspirators. Meanwhile Leela liberates Goudry, from who the Doctor has learned that the scent in the air in PCM into the air, and soon there is rebellion everywhere. But the Collector, who rules Pluto for the Company, sentences Leela to a "streaming," sure that the Doctor will rise to the occasion.
