Location: In and around Rome, 64 A.D.

On holiday outside ancient Rome, the Doctor decides to visit the city with Vicki. In their absence, Ian and Barbara are captured by slave traders. The Doctor and Vicki find a murdered musician. When the Doctor picks up his lyre, he is mistaken for Maximus Petullian, a musician who is expected at the court of the Emperor. In order to meet Nero, the Doctor assumes the dead man's identity. Meanwhile, Ian is sold as a galley slave, and Barbara to Nero's court. As the Doctor becomes involved in a court intrigue, Ian and his rowing mate Delos survive a shipwreck. Barbara, now slave to Empress Poppaea, has a hard time escaping Nero's amorous clutches. And when the Doctor plays a silent song for Nero, the Caesar is definitely not amused.
