After the Doctor and his friends are attacked on an Australian beach, Giles Kent tries to recruit the Doctor to oppose his double. Salamander's use of a solar power to help the people's of the world has made him popular, but his rise to power has been accompanied by mysterious earthquakes. Jamie and Victoria infiltrate Salamander's retinue as the dictator has one leader arrested and murders another. But the biggest discovery awaits the Doctor in Salamander's underground research center.
